Penguin Tetra are aggressive ?

It was after I had bought 2 pair of  Penguin Tetra I read online about these fast and active fish. What had made me worry was some reports about these Penguin Tetra aggressive towards other small fish and should keep with bigger fish than them selves. But its been one month now but I haven't seen any aggression from  Penguin Tetras. They swim fast in mid level of the tank and sometimes fight with each other but no fights with other fish. I think they might be territorial because they stay n one area and try to chase away other Penguin Tetras but sometimes they simply swim freely everywhere. So maybe this aggression problem happen when tank size is too small or tank is overstocked.
